Types of Residence (Settlement) Permits in Turkey and Application Process

Foreigners Law — 2026-07-15

Types of Residence Permits

Law No. 6458 (Foreigners and International Protection Law) envisages six types of residence permits: short-term (tourism, real estate ownership, commercial ties, etc.), family, student, long-term (indefinite for those residing for eight uninterrupted years), humanitarian, and human trafficking victim residence permits. Each type has its own specific conditions, duration, and required documents; choosing the wrong type is one of the most common reasons for rejection.

How to Apply?

The initial application is made through the Directorate General of Migration Management's e-residence system, and on the appointment day, applicants visit the provincial migration directorate with their documents. Basic documents include: a valid passport, biometric photograph, health insurance covering the duration of stay, income declaration, and documents proving the purpose of stay (such as a rental agreement, title deed, student certificate). An extension application must be made within sixty days before the expiry of the permit.

What Can Be Done Against a Rejection Decision?

In case of rejection, cancellation, or non-extension of a residence permit application, an annulment lawsuit can be filed in the administrative court against the decision; the period for filing the lawsuit begins to run from the date of notification, and since it is short, no time should be lost. Correct analysis of the rejection reason—whether it's missing documents or unfulfilled conditions—also determines the strategy for a new application. The most common grounds for a short-term residence permit

Most applications in Antalya rely on the short-term residence permit. The usual grounds are property ownership (a home registered in the applicant's name), tourism, business contacts or setting up a company, Turkish language courses and medical treatment. For property-based permits the home must actually be used as a residence and the title must be in the applicant's name; for tourism permits the authorities have kept durations short in recent years and expect the purpose of stay to be supported with concrete documents. Some neighbourhoods with a high proportion of foreign residents are closed to new registrations; checking whether an address is on the closed list before signing a lease removes the risk of refusal from the outset.

Health insurance, address registration and proof of income

Three groups of documents are decisive for every permit type. Health insurance must cover the entire period requested and be either a private policy valid in Türkiye or SGK general health insurance. Proof of address is a notarised lease, a title deed or an accommodation certificate; after approval the address must also be registered with the civil registry. Proof of income may be a bank statement, a pension certificate or a sponsor's undertaking — the authority wants to see how living costs will be met during the stay. Documents that are apostilled and translated by a sworn translator avoid being turned away on appointment day.

Renewal, overstaying and the route after a refusal

A renewal application must be filed within the sixty days before the permit expires and in any event before expiry. The "residence permit application document" issued on filing allows the applicant to remain lawfully until a decision is made. Applications filed after expiry are, as a rule, treated as first applications, and overstaying constitutes a visa violation that leads to an administrative fine and, for longer periods, an entry ban. Diarising the expiry date and preparing documents at least a month in advance is the safest course.

A refusal, cancellation or non-renewal decision can be challenged by an annulment action before the administrative court. The general time limit is sixty days from notification; for deportation decisions it is only seven days, and filing the action automatically suspends enforcement. Where the refusal rests on missing documents, a fresh application of the same type usually resolves matters more quickly; where the purpose of stay was found unconvincing, a different permit type may be needed. Foreign nationals who have resided in Türkiye for eight uninterrupted years may consider a long-term residence permit and, under certain conditions, Turkish citizenship; we plan the right route together under foreigners' law.
